Over 160 obligations were made to protect the sea during the Baltic Sea Action Summit in Helsinki a year ago. Organisers of the conference aimed for concrete steps to clean up the Baltic, which they call 'the world's most polluted sea'. The shallow, brackish and often-icy Baltic is highly vulnerable to oil spills and other pollution.
On Thursday the meeting will hear from President Tarja Halonen and Prime Minister Mari Kiviniemi among others.
